The Protocol of Legality was signed for the realisation of the Third Giovi Pass

Signed today at the Palazzo del Governo in Genoa was the Protocol of Legality for the realisation of the Third Giovi Pass, which renews and strengthens the articulated system of measures aimed at ensuring that the railway line construction works can be carried out in a solid safety framework, mitigating the risks of criminal interference.

The document, signed by the Prefects of Genoa and Alexandria, by RFI in the role of contracting entity, by Italferr, works director and owner of the high surveillance functions, and by the Consortium COCIV, general design and construction contractor, replaces the previous agreement signed in 2012, which is enriched and supplemented with new previsions, in accordance with the updated protocol scheme of legality relative to entrusting the construction of strategic infrastructure, approved by the CIPE resolution of 6 August 2015.

Amongst the innovations of the new protocol are the more precise identification of the supply chain of companies subject to the provisions agreed upon, as well as the obligation of the same to inform COCIV regarding any change in the respective corporate structure.

Also foreseen is the establishment of a “control room” at the Prefectures in order to hold periodic meetings focused on joint monitoring and an overall assessment of the situation or specific issues considered as being important.

Similarly to the that adopted in 2012, the new document was signed by the Directors of the Labour Inspectorate of the provinces concerned and by the trade union organisations, both confederal and trade associations, in relation to the commitments set out in Article 10 regarding the monitoring and tracking of labour flows for the purposes of transparency.

The Protocol has thus designed a widespread system of control and supervision tools, all prearranged to ensure the utmost effectiveness of the actions to prevent and combat possible attempts of illicit infiltration into the matrix of the construction works for significant infrastructure, with a particular focus also on the safety and regularity aspects of the construction sites.
